Universities have been
relying on nonresident tuition to help fill budget gaps left by declining state
appropriations. The result, in some
cases, has put students, particularly minorities, at a disadvantage when enrollments
are finalized each year. California
voters, in particular, adopted Proposition 209 in 1996, which resulted in a
state constitutional ban on any use of race in admissions to its public
universities. Has the ban on affirmative
action made it impossible to create a student body with an appropriate racial
and ethnic balance? In a well-written,
properly-cited paper take a position on the effect affirmative action has had
on enrollments at universities nationwide using the three articles provided in
class. Be specific in your argument of whether
affirmative action has a positive or negative effect on university enrollments
nationwide.
