Universities have been relying on nonresident tuition to help fill budget gaps left by declining state appropriations.  The result, in some cases, has put students, particularly minorities, at a disadvantage when enrollments are finalized each year.  California voters, in particular, adopted Proposition 209 in 1996, which resulted in a state constitutional ban on any use of race in admissions to its public universities.  Has the ban on affirmative action made it impossible to create a student body with an appropriate racial and ethnic balance?  In a well-written, properly-cited paper take a position on the effect affirmative action has had on enrollments at universities nationwide using the three articles provided in class.  Be specific in your argument of whether affirmative action has a positive or negative effect on university enrollments nationwide.

1.     Meet at cafeteria at 7:45 A.M.  Bring voucher for breakfast, if applicable.  If not, bring yourself.
2.     Dress appropriately:  gentleman shirt and tie, no jeans; ladies dress appropriate for job interview
3.     Bring a sack lunch or approximately $10 to buy lunch in the MWD Cafeteria.  Bring the chef request provided to you yesterday and complete both halves while we are at MWD.  They will collect the orders.
4.     Bring a bus pass to access a round-trip ride on the Metro Red Line Subway Train.
5.     Write several talking points from the Water Politics cases for the general class discussion about water issues.  We will leave the café about 8:30, walk back to my classroom for discourse of Water Politics talking points and leave for the Red Line Subway from the front door of the school at approximately 9:00 A.M.  MWD wants us to arrive at their headquarters at 10:00 A.M.  You will sit outside at the terrace area while I go in to get your name tags and then return to escort you into the building
6.     Submit three documents before Thursday, June 2 (field trip slip) (film permit slip)(MWD liability slip).
7.     Ask any questions or state any concerns before Friday, June 3.
8.     There is a chance that Ms. Sanchez needs Ms. Brown to complete some school assignments on Monday so those of you remaining behind may have a sub.  You should bring work to complete.
